Camcorder requirements for festivals

Hi all.
I am fairly new in film making. Just beginning.

I would like to know if there is any specific shooting camera requirements for short film festivals.

Well, I don't think there are camera requirements, per se - but you will have to be able to deliver a DVD or equivalent quality version.  If you mean should you get an HD DV cam or if you are wondering if your phone cam is enough, then opt for the HD DV.  You don't need the best - you can probably pick one up for even $400 USD
